The changes to the site plan for ARA Licence No. 3202 were approved by the Director on April 30,2025
The approval allows 1559300 Ontario Limited to import 21,120,000 cubic meters of excess soil, to backfill the site to the pre-existing grade, update cross-sections to show change in elevations and remove detail ‘A’ regarding backfill options for slope construction.

No (0) comments were received in response to the Environmental Registry notice.
Eight (8) comments were received through the ARA consultation process.
The concerns were related to:
- Oak Ridges Moraine pilot research project.
- Progressive rehabilitation
- End use of site after final rehabilitation
- Quality of excess soils brought to site
- Current Compliance record of site
- Documents made available of the amendment request and Oak Ridges Moraine pilot research project
The concerns were addressed by providing additional information and revisions to the site plan.

Public consultation opportunities
The proposed request for this licence is being circulated within the Ministry of Natural Resources and Forestry. Additionally, notification of this application has been forwarded to the Municiplaity of Clarington, Regional Municipality of Durham and landowners within 120m of the site for comment.
