A decision was made on October 22, 2025 to approve, with 200 modifications, the Future Caledon Official Plan, adopted pursuant to sections 17 and 26 of the Planning Act by By-law 2024-014. Notice of this decision was issued on October 22, 2025 to the Town of Caledon.
The adopted Caledon Official Plan was reviewed for consistency and conformity with provincial policies and plans and regard for matters of provincial interest set out in the Planning Act.
The 200 modifications to the Official Plan have been made to address provincial policy direction related to agricultural lands, employment areas, settlement area boundary expansions, growth management to the 2051 planning horizon, and conformity with provincial plans, among other matters.
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an official plan adopted in accordance with section 26 is final and not subject to appeal. Accordingly, the Future Caledon Official Plan, as modified and approved by the Minister, came into effect on October 22, 2025.
Effets de la consultation
As a result of public consultation on the Town of Caledon Official Plan, the Ministry received a total of 7 comments through the Environmental Registry of Ontario, and 12 additional comments through email to the Ministry.
The comments received through the public consultation process were related to requests to change site-specific land use permissions, mapping, and development requirements.
All submissions the Ministry received were reviewed and considered prior to a decision being made.

In July 2024, the Ministry of Municipal Affairs and Housing received for a decision the Town of Caledon’s new official plan (By-law 2024-014) which was adopted by the Town of Caledon’s municipal council on March 26, 2024.
The More Homes Built Faster Act, 2022 (Bill 23) made changes that will, when in effect, remove statutory powers under the Planning Act from seven upper-tier municipalities identified in the legislation. The effective date for Peel Region is July 1, 2024. As such, the Minister of Municipal Affairs and Housing is now the approval authority for official plans and official plan amendments for lower-tier municipalities in Peel Region.
The Ministry will review the matter for consistency and conformity with applicable provincial land use policies and plans and will consider all feedback received before presenting any potential modifications to the Minister of Municipal Affairs and Housing for a decision in accordance with section 17 of the Planning Act.
The new official plan, once approved, will replace the existing plan, which came into effect in 1979. The new plan is intended to guide growth and physical (land use) change across the planning area, while incorporating provincial objectives and community-driven priorities. The proposed official plan will be reviewed for consistency with the Provincial Policy Statement and conformity with A Place To Grow: Growth Plan for the Greater Golden Horseshoe, Greenbelt Plan, Oak Ridges Moraine Conservation Plan, Niagara Escarpment Plan, Lake Simcoe Protection Plan, and matters of provincial interest as expressed in the Planning Act, where applicable.
