CHAR TECHNOLOGIES THOROLD INC. - Environmental Compliance Approval (air)

This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (Air & Noise) No. A-500-5190200960 for CHAR BIOCARBON INC., a facility producing renewable natural gas and biochar, located in the City of Thorold, Ontario. The emission sources from the manufacturing and associated processes that discharge to the air include dust collectors; kilns and a boiler. The amendment includes updating the specifications of the Thermal Oxidizers and relocating Thermal Oxidizers 1 and 2; adding a dust collector and boiler; increasing the production limit and the removal of a glass cleaning unit and two (2) dust collectors. Emissions to the air from this facility include:

• particulate matter;
• coal tar pitch volatiles - soluble fraction;
• nitrogen oxides;
• carbon dioxide; and
• phenol.

The Environmental Compliance Approval with Limited Operational Flexibility (Air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
