The approval includes existing approved sewage works on the site as well as those existing sewage works that were not included in the previous approval. The approved new sewage works include the following;

Sewage System No. 1 serving 2185 Miriam Drive (5,800 litres per day)

  • septic tank with a capacity of 14,000 litres
  • 1,200 litres pump chamber; and
  • subsurface disposal system with 65 in-ground Eljen GSF modules

Sewage Works No. 2 serving the Main Office/Camp, Hilltop Cottage, The Pines Cottage, Chaplain Cottage (Q = 6,950 litres per day)

  • waterloo biofilter system
  • type A dispersal bed

Sewage System No. 9 serving 2285 Miriam Drive (61,100 litres per day)

  • two existing septic tanks each with a capacity of 3,600 litres
  • two existing 386 litres pump chambers
  • existing leaching bed, 22 square metres in size; and
  • subsurface disposal system with 12 in-ground Eljen GSF modules

Sewage System No. 25 serving 200 Warren's Road (2,800 litres per day)

  • septic tank with a capacity of 5,600 litres; and
  • existing leaching bed: 4 metres by 15 metres

Start the process to appeal

If you’re an Ontario resident, you can start the process to appeal this instrument decision.

First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.

If the appellate body grants leave, the appeal itself will follow.

Seek leave to appeal

To seek leave to appeal, you need to do these three things:

  1. prepare your application
  2. provide notice to the minister
  3. mail your application to three parties

1. Prepare your application

You’ll need to prepare an application. You may wish to include the following things in your application:

  1. A document that includes:
    • your name, phone number, fax number (if any), and/or email address
    • the ERO number and ministry reference number (located on this page)
    • a statement about whether you are a resident in Ontario
    • your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
    • the parts of the instrument that you’re challenging
    • whether the decision could result in significant harm to the environment
    • the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
    • the grounds (facts) you’ll be using to appeal
    • the outcome you’d like to see
  2. A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
  3. Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

2. Provide your notice

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

In your notice, please include a brief description of the:

  • decision that you wish to appeal
  • grounds for granting leave to appeal

3. Mail your application

You’ll need to mail your application that you prepared in step #1 to each of these three parties:

  • appellate body

The proposal is for a consolidated Environmental Compliance Approval for all existing sewage works located at Longford Reserve, located at 2200 Miriam Drive in the City of Kawartha Lakes, Ontario, servicing 36 cottage sites and a Main Camp. This proposal also includes the following proposed works for sewage Works No. 1, 2, 9 and 25:

Sewage System No. 1

  • Proposed septic tank with a capacity of 14,000 litres;
  • Proposed 1,200 litres pump chamber; and
  • Proposed subsurface disposal system with 65 in-ground Eljen A42 GSF modules constructed in a sand layer covering a minimum of 300 square metres.

Sewage System No. 2

  • Proposed 18,000 litres Waterloo Biofilter Anaerobic Digester Tank;
  • Proposed 14,000 litres Waterloo Biofilter Basket Biofilter Tank; and
  • Proposed leaching bed: 12 metres by 31 metres.

Sewage System No. 9

  • Two (2) existing septic tanks each with a capacity of 3,600 litres;
  • Two (2) existing 386 litres pump chambers;
  • Existing leaching bed, 22 square metres in size; and
  • Proposed subsurface disposal system with 12 in-ground Eljen A42 GSF modules constructed in a sand layer covering a minimum of 138 square metres.

Sewage System No. 25

  • Proposed septic tank with a capacity of 5,600 litres; and
  • Existing leaching bed: 4 metres by 15 metres.
