Brendar Environmental Recycling Inc. - Environmental Compliance Approval (waste)

The following is a request for an amendment to Environmental Compliance Approval (ECA) 9530-873RPF. This ECA pertains to the Brendar Environmental Recycling Inc. (BERI) Transfer and Processing Facility operating with a total site area of 1.21 hectares and located at 540 Ecclestone Drive, Bracebridge, Ontario.

Brendar Environmental Recycling Inc. is seeking an amendment to allow the site to receive, process, and transfer household hazardous, industrial hazardous, liquid industrial and non-hazardous industrial wastes in additional to the management of wastes already permitted under this approval. The subject waste classes being added will include 111-114, 121-123, 131-135, 141-150, 211-213, 221-222, 231-233, 241-242, 251-254, 261-270, 281-282, 312 (sharps only) and 331. Note: waste class 145 does not appear in the application form section 5.4.1.(below) but it is to be included.

These wastes may be received directly from residential and Small ICI sources, and well as indirectly from residential and IC&I sources via an approved waste hauler. The total amount of waste materials accepted at the site will not exceed 95 tonnes per day, which is a reduction from the current approval that allows for up to 390 tonnes per day. The maximum storage capacity will also be reduced to 190 tonnes at any one time (comprised of all waste types combined).

No materials will be disposed of at this site, rather, they will be transferred for further processing or final disposal at appropriately licensed downstream facilities. On-site processing will consist primarily of re-packaging, bulking and/or solidification of waste materials including, but not limited to, paint, oil, solvents, anti-freeze, contaminated materials (soils and debris), aerosol cans and fluorescent lamps.

The hours of operation for the site will remain the same. The site will primarily operate during regular business hours (7am-7pm) but will be permitted for operation 24 hours a day, 7 days a week. The facility will primarily service the province of Ontario, but is permitted to receive materials throughout North America.
