An amended Environmental Compliance Approval was issued to Jungbunzlauer Canada Inc. (JBL) for approval of upgrades to the existing works for the collection, transmission, treatment and disposal of process water, once-through non-contact cooling water and stormwater runoff from JBL’s Mixed Products Campus which includes the fermented products production plant producing the fully biodegradable food additive Xanthan Gum (JBL Xanthan Gum Plant), the Citric Acid production facility (JBL Citric Acid Plant), and the corn derived various sugar and food products manufacturing facility (JBL Glucose Plant) and the establishment of stormwater management Works for the collection, transmission, treatment and disposal of stormwater runoff from a catchment area of approximately 21.8 hectares to service the JBL Xanthan Gum Plant facility portion on the JBL site, to service JBL’s Mixed Products Campus located at 1555 Elm Street, in the City of Port Colborne, Regional Municipality of Niagara.

The treated final effluent/combined flow from JBL’s Mixed Products Campus (JBL Glucose Plant, JBL Citric Acid Plant, and JBL Xanthan Gum Plant) will discharge during the summer period up to 555,000 cubic metres per day and during the winter period up to 281,670 cubic metres per day to the Welland Canal.

The approved stormwater management works located within the JBL Xanthan Gum Plant portion of the site will discharge to the existing Municipal (City of Port Colborne) drainage ditch located east of the JBL Xanthan Gum Plant facility and ultimately to the Welland Canal.

The amended Environmental Compliance Approval approved an increase of the rated capacity of the treated process water discharge from JBL’s mixed product campus from the existing maximum one-day discharge rate of 35,000 cubic metres per day to 45,000 cubic metres per day, an increase of the annual daily average flow 28,000 cubic metres per day to 35,000 cubic metres per day and an increase of the discharge of once-through non-contact cooling water from up to 2.70 cubic metres per second to 6.02 cubic metres per second.

The approved additional works to the existing JBL Citric Acid Plant Process Water Wastewater Treatment Plant to service the JBL's Phase 2 Expansion consist of the following:

  • one anoxic selector tank;
  • three aeration basins (AB7, AB8, and AB9), two operating and one as a maintenance spare;
  • two 30 meters diameter secondary clarifiers (CL4 and CL5);
  • one gravity sludge thickener (ST2); and
  • one 1,200 millimetres diameter steel flow diffuser (D3) located next to the existing diffuser, operated in parallel with the existing diffuser

The approved stormwater management works to service the JBL Xanthan Gum Plant facility portion on the JBL site consist of the following:

  • filter strips;
  • one approximately 225 m long enhanced grassed swale;
  • one stormwater management dry pond; and
  • one oil/grit separator (Stormceptor EFO Model EFO 12 or Equivalent Equipment)

We need to protect the environment because it sustains us all (e.g., clean water, food, air, protection from erosion, health, opportunity for jobs, recreation, etc). It's the right thing to do for humans and other animals, plants and entire ecosystems. Thank you."

Seek leave to appeal

To seek leave to appeal, you need to do these three things:

  1. prepare your application
  2. provide notice to the minister
  3. mail your application to three parties

1. Prepare your application

You’ll need to prepare an application. You may wish to include the following things in your application:

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  2. could the decision you wish to appeal result in significant harm to the environment?

2. Provide your notice

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

In your notice, please include a brief description of the:

  • decision that you wish to appeal
  • grounds for granting leave to appeal

This proposal is to amend ECA#4379-DB8JUE, issued on November 28, 2024, to Jungbunzlauer Canada Inc. for approval of sewage works serving the citric acid production facility (JBL Citric Plant), the corn-derived glucose manufacturing facility (JBL Glucose Plant), and the xanthan gum production facility (JBL Xanthan Gum Plant) located at 1555 Elm Street, in the City of Port Colborne, Regional Municipality of Niagara.

The previously approved sewage works were designed for the collection, transmission, treatment, and disposal of process wastewater and once-through non-contact cooling water from the JBL Citric Plant, JBL Glucose Plant, JBL Xanthan Gum Line, and the associated stormwater runoff.

The proposed amendment application is for approval to expand the existing sewage works to accommodate an increase in production across JBL’s mixed product campus to meet market demands. The proposed amendments are for approval of:

  • addition of a seventh, eighth, and ninth aeration basin
  • addition of a fourth and fifth clarifier
  • addition of a second gravity thickener
  • an increase to the treated process water discharge from JBL’s mixed product campus from the existing maximum one-day discharge rate of 35,000 cubic metres per day to 45,000 cubic metres per day. The annual daily average flow will increase from 28,000 cubic metres per day to 35,000 cubic metres per day
  • an increase to the discharge of once-through non-contact cooling water from up to 233,500 cubic metres per day to 520,000 cubic metres per day
  • addition of a second effluent diffuser discharging to the Welland Canal
  • a new stormwater management system, serving the Xanthan Gum facility, consisting of collection ditches, detention pond of 2,090 cubic metres capacity, and oil and grit treatment system, discharging ultimately to the Welland Canal
