On February 6, 2026. the Minister of Municipal Affairs and Housing made a Minister's Zoning Order in the Town of Bradford West Gwillimbury as Zoning Order 003-2026.

A Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of the land and the erection, location and use of any building or structure on the land. The Minister’s Zoning Order (MZO) was requested by KLM Planning on behalf of GB (Bradford) Inc. and CLE 72330 Limited and was supported by the Council of the Town of Bradford West Gwillimbury.

Zoning Order 003-2026 applies to approximately 80 hectares of land located at 2944 Line 5 and 2901 Line 6 in the Town of Bradford West Gwillimbury.

The MZO permits a new school site and a wide range of other potential uses such as new housing, commercial uses, community uses, institutional uses, parks and conservation uses.  The MZO sets out zoning requirements for these permitted uses in accordance with the Town’s zoning by-law.

The MZO also includes a provision that municipal servicing infrastructure (e.g. roads and sewers) must be in place before development can proceed.

Pursuant to subsection 47(4.0.1) of the Planning ActZoning Order 003-2026 exempts policy statements, provincial plans and official plans from applying to downstream planning approvals for the subject lands.

Pursuant to the subsection 47(4) of the Planning Act, and except for the purposes of section 24, the Minister deemed this zoning order to be a by-law passed by the council of the Town of Bradford West Gwillimbury.

This Zoning Order made pursuant to clause 47(1)(a) of the Planning Act was posted for consultation as a regulation. Bill 60, Fighting Delays, Building Faster Act, 2025 received Royal Assent on November 27, 2025, and therefore this Order is not a regulation and will not be filed with the Registrar of Regulations. The Order came into effect upon signing by the Minister of Municipal Affairs and Housing.

All comments received were taken into consideration prior to a decision being made. 

Comments received were largely from individuals and were all supportive of the MZO request, primarily the need for a new school as a result of the growing population demands in Town of Bradford West Gwillimbury.

Comments were also received from the Simcoe County District School Board, which were also supportive.

The Ministry of Municipal Affairs and Housing is consulting on a request for a Minister’s Zoning Order. A Minister’s Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of land and the erection, location and use of any building or structure on the land.

The Minister is considering a request for a Minister’s Zoning Order to permit a new secondary school and mixed-use development in the Town of Bradford West Gwillimbury.

The proposed development would be located on approximately 80 hectares of land, with the proposed secondary school site occupying approximately 8 hectares. The subject lands are located adjacent and south of the Bradford settlement area boundary, outside the Greenbelt Plan Area, and the lands are currently designated as agricultural.

The proposed secondary school site would be centrally located on the subject lands. The surrounding mixed-use development would comprise the remaining area of the subject lands. The specific details (e.g. dwelling unit type, number of units, density, etc.) of the proposed mixed-use development have not been finalized by the proponent. However, based on the conceptual plan provided with the request, the majority of these lands are proposed as residential.

The Town of Bradford West Gwillimbury has confirmed that sufficient municipal servicing capacity is available to accommodate the proposed secondary school but noted that upgrades to existing municipal water and wastewater infrastructure will be required to service the surrounding mixed-use development.

The Ministry received a letter from the Town of Bradford West Gwillimbury on October 21, 2024, containing an October 15, 2024 council resolution (2024-220) indicating that Council has endorsed the request for a Minister’s Zoning Order for the subject lands provided the school site is transferred to the Simcoe County District School Board to expedite construction of a secondary school on the lands.

To help ensure decisions are made in a transparent manner and support government priorities, the Ministry is seeking feedback on whether this request should be considered and is seeking additional information from the public and other stakeholders that may help inform a decision.
