Cabot Canada Ltd. - Environmental Compliance Approval (air)

This proposal is for an amendment to the Limited Operational Flexibility for Environmental Compliance Approval (air & noise) No. 6446-DF4LBH for Cabot Canada Ltd., a carbon black manufacturing facility, located in the City of Sarnia, Ontario. The emission sources from the manufacturing and associated processes that discharge to the air include dryers, filters, storage tanks, tail gas burners, an incinerator, vacuum systems, boilers, and other ancillary equipment. The amendment includes:

• installing a rental boiler to replace the #1 and #2 Coil Tube boilers

Emissions to the air from this facility include:

• nitrogen oxides
• particulate matter
• benzene
• carbon black
• hydrogen cyanide
• sulphur dioxide
• hydrogen sulphide

The Environmental Compliance Approval with Limited Operational Flexibility (air & noise), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air & noise). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
