DCL International Inc. - Environmental Compliance Approval (air)

This proposal is for a renewal and amendment to the Limited Operational Flexibility for Environmental Compliance Approval (air & noise) No. 4427-ACPS2J for DCL International Inc., a facility manufacturing vehicle exhaust purifiers, located in the City of Vaughan, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include oxidation of metallic substrates by natural gas-fired oxidation furnaces, application of precious metal-based catalyst onto metallic substrates, drying and calcination of catalyst in drying ovens, cutting and welding of steel to form housings and mufflers for the catalyst, and laboratories for the testing of engines.

The amendment includes:

• the addition of three calcination ovens
• additional tungsten inert gas (TIG) welding activities
• alterations to the facility production limit for the amounts of litres of catalyst and parts assembled per year at the facility

Emissions to the air from this facility include:

• chromium
• chromium hexavalent
• manganese
• nickel
• nitrogen oxides
• particulate matter
• nitric acid
• zirconium oxide
• cerium oxide

The Environmental Compliance Approval with Limited Operational Flexibility (air & noise), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air & noise). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
