Kap Paper Inc. - Environmental Compliance Approval (air)

This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (air & noise) No. 5888-BVFRBU for Kap Paper Inc., a thermo-mechanical pulping newsprint mill located in the City of Kapuskasing, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include wood waste combustion, paper machines, liquid storage facilities, lime handling system and maintenace gritblasting. The amendment includes removal of disel emergency genetors, removal of non-like sawmill operations and addition of wood ash storage and associated ash handling and shipping operations.

Emissions to the air from this facility include:

• nickel
• chromium compounds
• benzene
• benzo(a)pyrene
• arsenic, and
• particulate matter

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
