Jubilee Gold Exploration Ltd. - New - Approval for a consent (subject to conditions) in an area where there is no official plan in place

On July 24, 2026, provisional consent was approved regarding application No. 52-C-263416, with conditions, to permit a transfer and consolidation (lot addition) of approximately 24 hectares being PINs 73003-0001 and 73003-0012 from Jubilee Gold Exploration Limited to Barrick Mining Corporation, which owns the adjacent benefiting lands comprised of PINs 73002-0006, 73003-0027, 73003-0028, 73003-0046 and 73003-0048, so that Barrick Mining Corporation can undertake buttress work to provide additional structural support to the mine tailings storage facility located at their closed Renabie mine site. 

The application was reviewed for consistency with the environmental policies of the Provincial Planning Statement 2024 (e.g., natural heritage, water quality protection). No public comments were received, or concerns identified. The decision to provisionally approve the consent is consistent with the Provincial Planning Statement.

The approval can be appealed by a specified person or public body, as defined in s.1(1) of the Planning Act, using the procedure outlined below. Notice to appeal the decision to the Ontario Land Tribunal must be filed with the Minister of Municipal Affairs and Housing on or before August 13, 2026.

The applicant has two (2) years to satisfy conditions, otherwise the approval will lapse.

Non-standard conditions include: 

• That, prior to final approval, the Ministry shall receive a letter of acknowledgement from the qualified professional engineer retained for the rehabilitation work described in Condition 1. The letter will include the signatures and contact information of the professional engineer and the mining company and the following statements. See note 3 for more information.
  • Barrick Mining Corporation (or authorized agent thereof) and I have reviewed Canada’s Migratory Birds Convention Act, 1994, the associated Migratory Birds Regulations, 2022, and the related guidelines. The Olive-sided Flycatcher (Contopus cooperi) is a migratory bird protected under the act that occurs in the Renabie mine area: its nesting period is from June 5 to August 15. We acknowledge that it is a federal offense to damage, destroy, remove, or disturb an active nest of a species protected under the act without a federal permit. I would like to advise the Ministry of Municipal Affairs and Housing that:
    • Vegetation clearing (including for trees and shrubs) is not necessary to complete the planned rehabilitation work at the closed Renabie mine site; or 
    • Vegetation clearing (including for trees and shrubs) is necessary to complete the rehabilitation work at the closed Renabie mine site, but it can be timed to occur outside the June 5 to August 15 nesting period of the Olive-sided Flycatcher (Contopus cooperi), thereby avoiding the necessity for a nest survey completed by a qualified biologist and a federal permit, if the survey identifies active nests.
