This proposal is to amend Environmental Compliance Approval (waste disposal site) No. 1984-BD9NBD, issued to Southgate Renewables GP Inc., as general partner for and on behalf of Southgate Renewables LP, for the operation of a non-hazardous waste anaerobic digester facility, on a site that is 4 hectares in area in the Township of Southgate.
The proposed changes include reducing the size of the Organic Receiving Building, adding a loading area for handling incoming liquid waste and outgoing liquid digestate, and resizing the biofilter that control odours. The application also proposes changes to the sizes of the AD tank farm at the facility, including to the hydrolysis tank, anaerobic digester tanks, and the digestate storage tank.
Additional enclosed tanks would be added to support the process, including tanks for overflow, process water, grit, and hot water, as well as a pasteurization system. The pasteurization system will heat the digestate to at least 70 degrees Celsius for one hour to ensure it is properly treated.
The heating system at the site will also be updated with two dual-fuel boilers that can use biogas or natural gas. The previously approved combined heat and power cogeneration units will be removed. The proposal also includes using collected stormwater from the site’s stormwater pond as process water in the facility.
Inorganic waste separated from the incoming organic waste will be disposed of at a landfill. The liquid and solid digestate produced at the facility will be applied to land as non-agricultural source material or certified organic fertilizer.
The maximum waste received on-site daily is 700 tonnes, with a yearly maximum of 73,000 tonnes. The maximum on-site storage capacity for incoming organic waste is 800 tonnes.
The facility operates continuously 24 hours per day, 7 days per week, 365 days per year. Waste will be received and digestate exported from the Facility Monday to Friday, from 06:00 to 22:00, and Saturday, from 07:00 to 16:00.
The facility serves the Province of Ontario and the States of New York, Michigan and Ohio.
Proposal Reference number 8261-DR9SEL was submitted in conjunction with proposal Reference number 5951-DRLHYZ.
