Niagara Group Inc. - Environmental Compliance Approval (sewage)

This application is to amend the existing Environmental Compliance Approval No. 9767-ABRKFG to include a revised system description, modifications to the existing sampling and monitoring program, implementation of effluent limits, inclusion of a Tank Farm and the addition of infrastructure (Solidification Building, Labpak Auger System, Aerosol Processing System) serving for the Photech facilities located at 940 Chippawa Creek Road, in the City of Thorold, Regional Municipality of Niagara, Ontario.

The existing sewage works consists of a stormwater management system to service the above-mentioned Site Location, relying on a storm sewer system that discharges to the Welland River via an existing stormwater management pond located in the adjacent industrial property. The Site’s stormwater conveyance system consists of roof leaders and a network of catch basins that collect runoff from paved and landscaped areas. The stormwater runoff is directed into an on-Site storm sewer network which discharges, via easement, to the neighbouring Oxy Vinyl Canada Inc.’s stormwater management (SWM) pond.

The SWM pond provides sedimentation and treatment prior to discharge to the Welland River. Currently, the Site’s stormwater network collects drainage from areas including the Tank Farm, Parking Lots and Roadways, Oxy Vinyl, Photech’s and Loop’s Loading Docks, the North Containment Pad (Photech Storage Pad) and the South Storage Pad (Loop Storage Pad). Future equipment (Outdoor Container Storage, Solidification Building, Labpak Auger System, Aerosol Processing System) will be situated on existing hardscape and will continue to discharge stormwater runoff to the Site’s stormwater network. The Site’s stormwater system ultimately discharges to the Oxy Vinyl SWM pond.
