Effets de la consultation
Comments relevant to the water taking proposal were considered as part of the review of the application. The main concerns raised were regarding the following:
- The proportion of the Speed River's flow represented by the water taking during dry periods
- The potential for cumulative water takings to affect the maintenance of low flow targets in the Speed River
- The inclusion of low water response conditions in the permit
In consideration of these comments, the technical information associated with this taking was reviewed, and it was determined that the risk to the Speed River and to other water users is low. Between the taking location on the Speed River and the Guelph Lake Reservoir, are confluences with several smaller rivers and creeks and the discharge from two municipal wastewater treatment plants. There is substantially more water flowing past the location of the taking than is released from the reservoir. The maximum permitted taking is very small relative to the flow at the taking location, including during drier summers or declared low water conditions. Water is drawn only as needed to top up a pond on the property, with most of it reused on site.
With respect to low water response, the permit limits withdrawals from the Speed River to no more than ten percent of the streamflow present at the time of taking, as measured at the nearest gauge on the river. This limit applies at all times, including during a declared low water condition; additionally, the Director may require the taking to be suspended or reduced at any time if warranted.
Water taking records reported over the previous permit term show that volumes taken from the Speed River have remained well below the amounts authorized. Record keeping and reporting conditions have been included in the permit to ensure that the amount of water taken continues to be measured and reported on an ongoing basis.
Ministry staff have determined that the potential impacts of this water taking are low, and that the conditions of the permit are sufficient to ensure that any potential effects can be identified and addressed through adaptive management, if necessary.
