Safety-Kleen Canada Inc. - Environmental Compliance Approval (air)

This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (air & noise) No.0923-C7HLEU for Safety-Kleen Canada Inc., an oil re-refining facility that is located in the Township of Woolwich, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include thermal oxidizer, furnace, heaters, tanks, flare, fume hoods, boilers, cooling towers, bioscrubber, as well as any other equipment and ancillary and support processes and activities.

The amendment includes increasing the facility's processing capacity from 245 million litres per year of oily waste to 325 million litres per year, adding a new wet film evaporator/votator, and obtaing approval for approve an asphalt closed loop system.

Emissions to the air from this facility include:

• sulfur dioxide
• total reduced sulphur
• nitrogen oxides
• 1,1,2-trichloroethane
• benzene
• hydrogen chloride
• ammonia, and
• carbon monoxide

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
