Vale Canada Limited Vale Canada Limitee - Environmental Compliance Approval (air)

This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (air) which replaces all the current Environmental Compliance Approvals for Air at this facility and includes the addition of new or historically unapproved sources for all emissions from Vale Canada Limited Vale Canada Limitee, a base metal underground mine extracting nickel and copper ores, located in the Town of Copper Cliff, Ontario.

The application includes all sources at the facility such as underground ventilation air, which is drawn into the mine through fresh air raises and is exhausted to the atmosphere via return air raises - these emissions result from underground material handling, blasting, diesel equipment operation, comfort heating, and shaft heating.

Emissions to the air from this facility include:

• particulate matter
• nickel
• copper
• cobalt
• cadmium
• arsenic
• lead
• ferric oxide
• vanadium
• zinc
• amorphous silica, and
• calcium oxide

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
