Northwestern Ontario, Territorial District of Kenora, Patricia Portion. 

The expansion area is entirely within the Ontario Ministry of Natural Resources Red Lake Administrative District.

The proposed expansion area encompasses the Township of Ear Falls and the Municipality of Red Lake including the communities of Red Lake, Balmertown, Cochenour, McKenzie Island, and Madsen. Portions of the Trout Lake Forest, Red Lake Forest, and Whiskey Jack Forest also fall within the proposed expansion area. Woodland Caribou Provincial Park bounds the proposed expansion area on the west, and Sioux Lookout Administrative District bounds the area on the east. The southern range of the proposed expansion area extends to the Lac Seul Conservation Reserve. The proposed expansion area extends north to Springpole Lake.

On March 31, 2023, we decided that we are no longer proceeding with the proposal as described.

The proposed zone expansion was posted as a proposal in 2007 and since then public interest and the reasons for the proposed change (congested camping, stressed fisheries and conflict with resource-based tourism operations) are no longer prevalent issues.

This notice was updated on February 16, 2016 to advise the public that there has been no change to the status of this proposal and it is still being considered. No additional opportunity for comment is being provided for at this time.

Description of instrument

The Ministry of Natural Resources (MNR) proposes to expand the existing regulated Non-Resident Crown Land Camping Zone. This regulation prohibits non-residents of Canada from camping on Crown land in the designated zone. The proposed expansion is intended to resolve existing and potential conflicts between non-residents of Canada and other resource-users. The proposed additional areas of public land to be designated as a regulated zone can be described as three geographic areas

  • area 1 includes the northeast corner of the Trout Lake Forest
  • area 2 includes areas north and east of Ear Falls along South Bay Mine Road and the Wenasaga Road, joining Area 1 at Slate Lake
  • area 3 includes Sydney Lake to Longlegged Lake Area and an expansion south of Longlegged Lake

The existing regulated zone was established in the early 1990s in response to issues of congested camping areas, stressed fisheries, and competition with resource-based tourism operations. Planned expansion of the primary road network on the Trout Lake Forest into previously inaccessible areas with a high density of remote tourism outposts and lodges is foreseen to cause user conflicts. The fishery of Sydney Lake and Longlegged Lake (Area 3) is under stress and non-residents are the primary users within this area. Furthermore, discussions in 2001 between local Ontario Federation of Anglers and Hunters clubs, resource-based tourism operators, municipal representatives, and MNR have identified existing and potential conflicts between non-residents of Canada and other resource users resulting in support of expanding the existing regulated area.

Other information

Alternative camping opportunities for non-resident campers have been identified in the Red Lake and Ear Falls areas and these include both serviced and un-serviced lots. Two provincial parks and numerous private establishments throughout the Red Lake District provide overnight camping opportunities for non-residents.

Other public consultation opportunities

Previous public consultation for the expansion of the regulated areas indicated high support for the proposal with minor adjustments to the proposed area.

Public consultation opportunities include a 31-day public comment period which will be communicated through the following:

  • advertisements in four local newspapers (Red Lake, Kenora, Sioux Lookout, Dryden)
  • stakeholder mail-out including map of proposed expansion
