An Environmental Compliance Approval is granted to Cobalt Camp Refinery Ltd. for the upgrades/expansion, usage and operation of sewage works for the collection, transmission, treatment and disposal of process effluent. This includes:
- refinery process wastewater
- blowdown water
- cooling water effluent
- accumulated stormwater runoff and tailing bleed from a new tailing area
- all other contact stormwater runoff from the drainage areas, serving the refinery plant, for a maximum production capacity of 25,000 tonnes per year of cobalt sulphate (or 5,100 tonnes per year of cobalt), located at Cobalt Camp Refinery Ltd., Lot 1 Con 12 (Silver Centre Road - HWY 567), in the Unorganized Township of Lorrain, District of Timiskaming, Ontario
The approved sewage works have a rated capacity of 14,342 cubic meters per day, and include:
- an existing tailings impoundment area to be utilized for storage and operated as a zero-discharge facility
- a new Tailing Area (tailing storage facility (TSF) for the storage of a total of 200,000 cubic metres of tailings with a TSF water pond including seepage collection system and effluent collection/conveyance pipelines
- a new effluent treatment system with a design treatment capacity of 200 cubic metres per hour, and consisting of:
- an effluent collection tank
- two effluent treatment tanks with lime dosing system
- a clarifier with associated chemical (sulphuric acid and coagulant/flocculant) dosing systems and sludge de-watering system
- one existing primary settling pond
- one existing secondary settling pond
- a new final process effluent discharging tank where the treated process effluent will be mixed with non-contact cooling water effluent and discharged via new final process effluent discharge pipeline and a new outfall into Lake Timiskaming

Appeal process for decisions published before June 1, 2021
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application
You’ll need to mail your application that you prepared in step #1 to each of these three parties:

This proposal is for an amendment to an existing Environmental Compliance Approval (4-0036-85-979) for Cobalt Camp Refinery Ltd..
The proposal is to establish a sewage works for the collection, treatment and discharge of up to approximately 4,820,000 cubic metres of process water per year (550 cubic metres per hour) to service Cobalt Camp Refinery Ltd.'s refinery located in Lorrain and Bucke townships, District of Timiskaming.
The proposed sewage works will include an industrial sewage treatment system, tailings storage facility, and forcemain, which will discharge to lake Timiskaming.
