Decision on instrument
A decision was made on June 28, 2019 to approve with 28 modifications, Official Plan Amendment 47 to the District Municipality of Muskoka Official Plan, as adopted by By-law 2018-40. Notice of this decision was issued on June 28, 2019.This amendment is intended to update the policy framework that guides growth and physical change across Muskoka, while incorporating provincial objectives and community-driven priorities. OPA 47 will provide a basis for the strategic management of growth and change in a sustainable manner. OPA 47 was undertaken as part of the District’s 5 year review of the Official Plan, as required by the Planning Act.
Other information
This amendment was adopted in accordance with sections 17, 21 and 26 of the Planning Act, and, pursuant to subsections 17(36.5), 17(38.1) and 21(3) of the Planning Act, the decision is final and not subject to appeal. Accordingly, Official Plan Amendment 47, as approved with modifications by the Minister, will come into effect on June 29, 2019.

Public consultation on adopted Official Plan Amendment 47 was provided for 30 days, from October 5, 2018 to November 05, 2018.
As a result of public consultation on the adopted Official Plan Amendment 47, the Ministry received a total of 2 comments through the Environmental Registry of Ontario and 13 comments directly.
All comments received, were carefully considered and analyzed as part of the Minster’s decision.

Description of Instrument
The District Municipality of Muskoka adopted Official Plan Amendment No. 47 (“OPA 47”) on August 13, 2018 by By-law 2018-40. This amendment is intended to update the policy framework that guides growth and physical change across Muskoka, while incorporating provincial objectives and community-driven priorities. OPA 47 will provide a basis for the strategic management of growth and change in a sustainable manner. OPA 47 was undertaken as part of the District’s 5 year review of the Official Plan, as required by the Planning Act.
OPA 47 was forwarded to the Ministry of Municipal Affairs and Housing by the District Municipality of Muskoka for a decision. Pursuant to subsections 17(36.5) and (38.1) and subsection 21(3) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an official plan amendment adopted in accordance with Section 26 is final and not subject to appeal.
Other Information
The Ministry will be reviewing this official plan amendment to ensure that it meets the requirements of the Planning Act, and is consistent with the Provincial Policy Statement (PPS).

All comments received within 30 days will be considered as part of the decision-making process by the Ministry if they are submitted in writing or electronically using the forms provided in this notice and reference EBR Registry number 013-3797.
Comments must be submitted within the time restrictions of this Notice to be considered prior to final decision by the Minister of Municipal Affairs and Housing. The Minister may refuse the official plan amendment; approve the official plan amendment; approve the official plan amendment in part; or approve the official plan amendment with modifications.
