Decision on instrument
The new Official Plan for the City of Elliot Lake, adopted by By-law 18-35 on July 9, 2018 was approved as modified on February 20, 2019. The modifications were required to ensure that the plan has regard for Provincial Interests as set out in Section 2 of the Planning Act and to ensure consistency with the Provincial Policy Statement, 2014 (PPS).
The 17 modifications serve primarily to achieve the following:
- continue to limit the amount of residential development that can occur in shoreline areas and areas of private and partial servicing (PPS 1.1.5.2 and 1.6.6.4);
- protect lakes (PPS 2.2);
- protect natural heritage features (PPS 2.1);
- protect development from the risks associated with wildland fire and flooding hazards (PPS 3.1.2 and 3.1.8);
- protect mineral and mineral aggregate resources (PPS 2.4 and 2.5);
- protect marine archaeological resources (PPS 2.6);
- provide for mining rehabilitation (PPS 3.2.1); and
- protect provincial highway corridors (PPS 1.6.8).
Other information
Pursuant to subsection 17(36.5) of the Planning Act, the Minister’s decision is final and not subject to appeal.

Description of Instrument
Pursuant to Section 17 of the Planning Act, the City of Elliot Lake has prepared an Official Plan to replace the current City Official Plan which was adopted in 1998 and updated in 2006.
The goal of the Official Plan is to provide a decision-making framework for land use within the Planning Area (City) over the next twenty years (2017 to 2037). Elliot Lake is an urban community of 10,741 residents (2016 Census) with large and substantially undeveloped rural lands. The City is located centrally between the City of Sault Ste. Marie and the City of Greater Sudbury. The proposed Official Plan was adopted by the Municipality by By-Law No. 98-22 on July 9, 2018.
The Official Plan will be evaluated to ensure that it conforms to or does not conflict with the Growth Plan for Northern Ontario and is consistent with the Provincial Policy Statement 2014. The Ministry of Municipal Affairs and Housing is the approval authority for Official Plans. The decision of the Minister of Municipal Affairs and Housing regarding this Official Plan is final and not subject to appeal.
