A decision was made on November 4, 2022, to approve, with forty-five (45) modifications, Halton Regional Official Plan Amendment 49 adopted pursuant to sections 17 and 26 of the Planning Act by By-law 35-22. Notice of the decision was provided to the Region on November 4, 2022.
The adopted Halton Regional Official Plan Amendment 49 was reviewed for consistency with provincial plans and policies and have regard for matters of provincial interests as outlined in the Planning Act.
The forty-five (45) modifications to the Halton Regional Official Plan Amendment 49 have been made to address provincial policy direction related to growth management to the 2051 planning horizon.
The Halton Regional Official Plan Amendment 49, as approved, outlines a comprehensive land use policy framework to guide growth and development within the Region to the year 2051, including policies and schedules related to growth management, strategic growth areas, employment areas, infrastructure corridors, among other matters.
Pursuant to subsections 17(36.5) and (38.1) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an Official Plan Amendment adopted in accordance with section 26 is final and not subject to appeal. Accordingly, Halton Regional Official Plan Amendment 49, as approved with modifications by the Minister, came into effect on November 4, 2022.
The new official plan applies to all lands within Halton Region.

Public comments received by the Ministry were predominantly focused on perceived development restrictions in the new official plan.
Halton Regional Official Plan Amendment 49, as approved with modifications, plans for a population of 1,100,000 and employment of 500,000 jobs by 2051, in accordance with Schedule 3 of A Place to Grow.
All comments reviewed were taken into consideration, prior to a decision being made.

On June 15, 2022, Halton Region adopted Official Plan Amendment 49 pursuant to sections 26 and 17 of the Planning Act by By-law 35-22. Regional Official Plan Amendment 49 is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act.
Regional Official Plan Amendment 49 plans for growth in Halton to the year 2051. The Amendment introduces new policies related to settlement areas, strategic growth areas, employment areas, as well as forecasts and targets for population and employment growth and phasing of development, among other matters.
If approved, this amendment would apply to all of the lands within Halton Region including the City of Burlington, the Town of Oakville, the Town of Halton Hills, and the Town of Milton.
