The Minister of Natural resources has approved an amendment to the Niagara Escarpment Plan to re-designate approximately 30.5 ha of land at Part of Lots 11 & 12, Concession 1 (former geographic Township of Esquesing), Town of Halton Hills, in the Regional Municipality of Halton which are currently designated ERA to MREA to facilitate an expansion to the existing Dufferin-Milton quarry.
The Minister also approved site specific amendments to allow the expanded operation to be integrated within the broader existing licensed area of the existing Dufferin-Milton quarry including the expansion and operation of the water management system, and for the use of the existing aggregate processing facilities. Site specific amendments also allow for the installation of some components of the water management system within wetlands and significant woodlands.

Following comments from local municipalities, Conservation Halton, and adjacent property owners the NEC participated in a Joint Agency Review Team to undertake a fulsome review of potential impacts of the proposal, which resulted in updated studies and mitigation techniques to ensure no negative impact result from the expansion.

Dufferin Aggregates (a division of CRH Inc.) has applied to change the land use designation of the subject lands from the current Escarpment Rural Area designation to Mineral Resource Extraction Area designation. This will facilitate an expansion to an existing aggregate extraction operation. The application also proposes to apply a site-specific special policy to the existing extraction site to allow for the continuation of aggregate processing operations in conjunction with the proposed expansion.
The amendment would facilitate a below-water aggregate extraction operation that will extract approximately 15.9 ha of land within a 30.2 ha licensed area proposed to be redesignated to Mineral Resource Extraction Area. The proposed expansion lands are estimated to contain 15 million tonnes of mineral aggregate resource.
The amendment includes a proposal for the continued use of associated accessory facilities on the current Milton Quarry sites in the processing of material extracted from the proposed expansion lands.

Other information
The Milton Quarry began operations in 1962 and consists of approximately 467.67 ha of land with an extraction area of approximately 70.6 ha. In 2007, the Milton Quarry was further extended by 84.5 ha with an extraction area of approximately 70.6 ha, through Niagara Escarpment Plan Amendment PH 135 01 and related Development Permit # 8784 H/E/2000-2001/314.

A notice sign will be posted on the properties so that the local public is notified that an application has been submitted and advised who to contact for more information or to submit comments.
Pursuant to the Niagara Escarpment Planning and Development Act, a public meeting may be held.
