A new Environmental Compliance Approval was issued to Consolidated Fastfrate (Ottawa) Holdings Inc. for approval of:

  • the establishment of stormwater management works for the collection, transmission, treatment and disposal of stormwater runoff from a catchment area of approximately 3.7 hectares, discharging to the existing roadside ditch located along Somme Street and ultimately to the existing Hawthorne Industrial Park Stormwater Management Pond
  • the establishment of works for the treatment of sanitary sewage and subsurface disposal of treated effluent from the Fastfrate Ottawa Warehouse and Distribution Facilities, rated at a maximum daily flow of 12,800 litres per day, to service the Fastfrate Ottawa Warehouse and Distribution Facilities site located within the Hawthorne Industrial Park, at 301 Somme Street in the City of Ottawa

The approved stormwater management works consists of:

  • rooftop storage
  • two enhanced grassed swales
  • one extended detention stormwater management wet pond/fire protection pond discharging to the existing roadside ditch located along Somme Street and ultimately to the existing Hawthorne Industrial Park Stormwater Management Pond

The approved sanitary sewage treatment and subsurface disposal works consist of:

  • a one-compartment anaerobic digester tank
  • a one-compartment Biofilter pump tank
  • a Waterloo Biofilter treatment system
  • a one-compartment WaterNOx-LS tank
  • a one-compartment SBT pump tank
  • a raised pressurized shallow buried trench disposal system

One comment was received regarding the design fire protection volume within the proposed extended detention stormwater management wet pond/fire protection pond.

Ministry response

The proposed extended detention stormwater management wet pond/fire protection pond will provide a total storage capacity for two distinct storage volumes.

One is called a permanent pool volume which holds stormwater on a permanent basis from the bottom of the pond to a specific elevation. The permanent pool volume is to ensure that the amount of water required for fire protection is always available. The permanent pool volume also improves stormwater suspended sediments quality treatment by allowing sediments to settle before treated stormwater is discharged from the pond at allowable discharge rates (based on the Hawthorne Industrial Park Stormwater Management Report) to the existing roadside ditch located along Somme Street and ultimately to the existing Hawthorne Industrial Park Stormwater Management Pond.

The second storage volume is called an active storage volume (stormwater management effective retention volume). This volume is provided by the difference in the elevation between the top of the permanent pool water level and the elevations at which treated stormwater will discharge via an outlet structure during rain events.

The treated stormwater discharged from the proposed extended detention stormwater management wet pond/fire protection pond is restricted to a specific discharge rate before it is discharged from the site, thus creating backflow and stormwater accumulation within the active storage volume (stormwater management effective retention volume) during rain events. The proposed extended detention stormwater management wet pond/fire protection pond was designed to attenuate post-development peak flows to allowable discharge rates (based on the Hawthorne Industrial Park Stormwater Management Report) for all storm events up to and including the 100-year return storm. When a rainfall storm event is larger than the 100-year return storm, the water level within the pond will rise to the elevation of a 3.0 m wide rip rap lined spill emergency overflow structure and the discharge from the pond will be from the outlet structure and the spill emergency overflow structure.

Prior to stormwater runoff discharged from the site to the proposed extended detention stormwater management wet pond/fire protection pond, additional stormwater treatment will be provided in the proposed approximately 215 m long enhanced grassed swale (West Ditch) located along the western and southern boundaries of the site and the approximately 190 m long enhanced grassed swale (East Ditch) located along the eastern boundary of the site.

Seek leave to appeal

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  2. could the decision you wish to appeal result in significant harm to the environment?

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

In your notice, please include a brief description of the:

  • decision that you wish to appeal
  • grounds for granting leave to appeal

The proposal is for a new Environmental Compliance Approval for Consolidated Fastfrate (Ottawa) Holdings Inc. for sewage treatment and stormwater management works to serve an industrial building, located at 301 Somme Street, Ottawa, Ontario.

This application is for the establishment of year round subsurface sewage disposal works rated at 12,800 litres per day, and includes a septic tank of minimum volume of 38,400 litres, package treatment system with a level IV treatment unit and a submersible pumping system (2 pumps) meeting minimum clearances for treatment unit listed in the OBC Table 8.2.1.6.A, and subsurface disposal bed consisting of a Shallow Buried Trench (SBT) Leaching Bed.

The ministry may require effluent monitoring and may impose effluent limits.

The stormwater management works comprise of stormwater quantity control works, and include on-site storm sewers and ditches, rooftop and surface storage, and a stormwater management wet pond, and will discharge to an existing roadside ditch, located along Somme Street.

The private sewage treatment works comprise of a collection system, sedimentation tank, filtration tank, effluent measurement/monitoring equipment and associated appurtenances, and are designed to meet effluent quality requirement prior to discharge through a shallow-buried trench, followed by subsurface discharge.
