A new Environmental Compliance Approval is granted to Wallenstein Feed & Supply Ltd. for the treatment and disposal of four process wastewater streams (including media filter backwash, polisher backwash, reverse osmosis (RO) wastewater, and boiler blowdown) generated in a boiler house, as well as stormwater runoff from a total drainage area of 8.2 hectares, serving a site with four feed mills located at 7307 Wellington Road 86 in the Township of Mapleton.
The approved works consist of:
- an existing 10,000 litre two-compartment settling tank
- stormwater conveyance system
- one water reservoir having an effective volume of 3,900 cubic metres with capacity for the 5 year storm event
- one pump chamber
- one wastewater/stormwater treatment system having a design capacity of 15.5 litres per second
It also consists of:
- an alum and polymer injection unit
- a pH adjustment unit
- a slant plate clarifier
- five Macrolite media filters
- three carbon adsorption filters
The final effluent will discharge into an adjacent valley that is within the floodplain of a tributary to the Conestogo River.

Appeal process for decisions published before June 1, 2021
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

Description of instrument
This proposal is for a new Environmental Compliance Approval (Industrial Sewage Works) for Wallenstein Feed & Supply Ltd., for an on-site treatment system, located at 7307 Line 86, Wallenstein, Ontario.
This proposal is for the collection, transmission, treatment and disposal of process water (boiler blowdown, reverse osmosis reject stream, filter media backwash, and polisher backwash) and stormwater runoff. The process water will be treated by the 10,000-litre two (2) compartment precast settling tank complete with inlet baffle, effluent filter, and inlet piping before being discharged to a reservoir.
A cast-in-place concrete reservoir will provide sufficient attenuation of the 2, 5, and 100 year storm events. The reservoir will have:
- a diameter of 33.5 metres and depth of 4.4 metres;
- an effective volume of 3,900 cubic metres with capacity for the 5 year storm event; and
- an overflow.
The pump chamber will be gravity fed from the reservoir and will consist of an 8.5 metre deep 2400 millimetre pre-cast chamber complete with two submersible pumps; and variable frequency drives; with a Firm Capacity of 15.5 litres per second and pumps operating on an alternating basis.
The pumps will discharge to the 15.5 litres per second treatment system consisting of:
- alum and polymer injection,
- pH adjustment with caustic,
- a slant plate clarifier,
- five (5) Macrolite media filters each with a media capacity of 0.34 cubic metre and
- three (3) carbon adsorption filters each with 2267 kilograms of GAC.
The treated runoff will be discharged to the adjacent valley via gravity. The Ministry may require monitoring of the industrial wastewater and stormwater effluent discharge leaving the site.
