I am HIGHLY AGAINST the losing your points after the first round. We have no idea if we'll get a tag. 1 person applies for bull, another for a cow with lower points but we only take 1 adult per year and we manage our points this way. The whole purpose of the 2nd allocation is to adjust strategy on the second round.
I agree with getting more hunters tags. Keep the 3rd allocation to buy left over tags, you will sell them all.
