Aside from the wealth of research that indicates that car traffic is the least-efficient way to move people and that providing other effective transportation options (like bike lanes) generally reduces traffic congestion rather than increasing it, this interference of the provincial government in municipal planning is wildly inefficient and bottlenecks decisions that should be made at the local level in the Minister's office.
