This is the stupidest, most complex, user unfriendly system I’ve ever heard of. It violates the fundamental principle that when you get a tag, you go to the back of the line.
Why don’t you go back to group applications so a party can clearly apply for the tags that they want within the points available within the group.
By mismanaging moose, you destroyed the incentive (and understanding for) group applications because it required unrealistic party sizes to get a tag. The abuse of the tag transfer policy just made matters worse. It’s time to bite the bullet and create a truly effective tag distribution system that will last through any future management system, AND EXPLAIN IT EFFICIENTLY TO HUNTERS.
Why don’t you offer calf tags without requiring points?
