In general the proposed changes are good. However, for those of us who still hunt as a group, and only want one tag per year so we can hunt every year, the changes to forfeit points for unclaimed tags in the second chance system will mean we must “put all our eggs in one basket” and only have one person attempt to get the tag in the second chance. This lowers our probability of getting a tag.

Perhaps a 24 hour “grace” period in which one could return any “extra” or unwanted tags from the second draw without penalty would be better. These tags could then be reassigned in a final 2nd allocation.
