MAKE IT SIMPLE STUPID!!!
Leave the current tag system alone BUT any tag awarded at any stage MUST be accepted by the hunter ONLY that applies for it with NO ALTERNATES or the hunter looses ALL of his points for the following year(s).
ALSO the northern resident draw should be done with more tags and done before ALL other draws in the first and second draws.
