From what I have seen as far as the proposed changes to this system I agree with all of them and would maybe take it one step further. I also think that hunters that applied in the FIRST CHANCE part of the draw and were awarded a tag in one of their 3 choices but did not claim the awarded tag should not be eligible to take part in the second chance stage as they had already been awarded a tag in that year but did not claim it . However I do not believe that they should loose their points at this stage because the unclaimed tag goes back into the system with a chance for another hunter to claim it in the second round. This would give hunters that did not receive a tag the first stage of the draw a better chance in round 2 who had not yet been awarded a tag in that same year based on points or in the random draw.
I also believe that they should be not allowed to take part in the proposed "surplus tag automated system" for the same reason ( Did not claim the awarded tag in round 1) this would also put less stress on the surplus portion of the draw (automated system of the draw "last chance") allowing other hunters to claim a tag that had not yet been awarded one in that year
