I strongly oppose this proposal as a resident of Toronto. I think it makes no sense to add red tape and bureaucracy that slows down municipal governments from increasing transportation options. Removing bike lanes will also make it more dangerous for cyclists and more troublesome for cars in my opinion as when I drive I prefer to have the cyclists safely out of my way. Finally, I don't think removing the specified bike lanes will slow down congestion as removing the lanes will force some cyclists who do not feel safe anymore onto the road in their cars, which would just cancel out the addition of an extra lane.
