I do agree with introducing measures to ensure there are no or at least very few unclaimed moose tags.
However, I don't agree with point #1. I would prefer that MNR shorten the time period for claiming tags both on first chance and on second chance so the unclaimed tags can be reallocated.
Moose hunting groups want to be able to moose hunt each each. They want to get at least one tag and have tags in line to have a reasonable chance of getting tags on successive years.
So, as an example
Group A
- let's say it takes 15 points to have a chance at getting an adult tag on first chance
- hunters apply for a tag on the first chance draw but are unsuccessful
- let's say the group has 2 hunters with 14 points and one with 15 points
- on the second chance draw hunters need a minimum of 14 points
- so what does the group do?
- if all 3 hunters apply on second chance there is a chance more than one would get a tag and under the proposal would be forced to take 2 or possibly 3 tags, which would reduce their chance of getting tags the following years
- if only one hunter applies then the probability of getting a tag on second chance is 66% lower
- in highly subscribed WMUs the likelihood of getting a tag on second or third choice is very low
- although well intentioned forced hunters to take tags they don't would create anger and more dissatisfaction with the program
If the time frames were shortened to claim a tag, for example 10 to 14 days this would give enough time to run the draw again with the applicants already in the system to reallocate the remaining unclaimed tags, which in most cases would be very few.
