I agree that changes are required to the moose quota allocation system.
I believe that a hybrid system of your current method of allocating tags and your previous method would be a better and fairer way of allocating tags.
I would suggest that the points based system remains in place but to incorporate group applications.
For example, say the minimum points required to get a bull tag in a specific WMU would be 20, then any combination of hunters who can as a group show a cumulative amount of 20 points would be awarded one tag for the group, and all the hunters in the group would have their points reset to 0.
I would also suggest that if a tag is allocated on the first choice of both the first or second draw and the tag is not purchased, that the points be reset to 0 for the individual or the entire group that has declined the purchase.
I believe this would allow much more hunters to participate in hunting more often while still giving preference to those hunters who have not received any tags for the longest period of time.
I would be most interested in hearing your comments about this suggestion!
