Hi,

Proposal number one is flawed in the sense that hunters are applying individually but still hunting in groups. If everyone in the group applies for a desired tag for their group and more than one applicant is successful in the second allocation but the group only needs one tag then the second applicant has their points zeroed for nothing. Setting an early cutoff date to claim should be sufficient and the second successful applicant's tag gets put back in the pool for the last chance allocation under proposal number three.
Proposal number one is trying to discourage hunters from applying, but if no one in the group was successful in the first allocation then it is unfair to limit the amount of people in a group to apply by zeroing one's points if more than one in that group is successful in the second allocation but they only want to claim one tag. Let the second tag be returned to the pool for last chance allocation stage under proposal number three.
