The legislation does not support the stated goals. If the bike lanes on Bloor, Yonge and University are removed, then induced demand, and the concomitant increase in vehicles, will cause an increase in gridlock in Toronto.
Additionally, the safety of those who choose to use bicycles in Toronto will be reduced, leading to additional strain on other public services, such as police and health care.
