It should be clear to the government by this point that approving density to enable developers to finance themselves to the gills to deliver housing and public infrastructure (transit as well as water/wastewater) is risky and not producing housing or transit as promised or quicker. If anything it is creating a sloppy process that is frustrating all stakeholders.

Revoke this MZO and reconsider density that can realistically be achieved.

It should also be clear to the government that approving high-density MZO's on the idea of transit is misguided. Justifying and approving density based on the idea of transit that may or may not be in provincial transportation plans/Metrolinx transportation plans and has no budget is irresponsible of politicians, especially when they ignore staff warnings or do not conduct adequate due diligence. At the very least MZO's approval by MMAH, IO should take into account MTO plans, municipal infrastructure plans and if it differs make commitments to finance the infrastructure shortcomings. To date infrastructure realities appear ignored by MMAH. MZO's approved by MMAH seem more about approving zoning so that municipal and provincial staffs' limited resources are prioritized to advance infrastructure aligned with landowners aspirational development plans to delivery transit where nobody currently lives. Political and developer aspirational jargon does not translate into viable business cases to advance transit and housing. Why politicians heads remain in the sand is beyond comprehension. There is no shortage of examples of MZO's failing to deliver that have been approved with obvious and significant infrastructure deficits.

Concord Go - MZO 170/21 Somehow this triggered Metrolinx to conduct a Business Case for the Go Station as well as a TOC. There is no approved Business Case for a Concord Go Station why did the province approve this density on the notion of transit? Why did the MZO then suck up Vaughan staff and Metrolinx resources based on a MZO instead of being focused on planned growth and supporting transit? MMAH MZO approval was completely disconnected from reality.

Humber Station Go - MZO 171/21- Council endorsed a MZO to preserve Go Station land. It came out of Minister Clark's office with extensive housing development that was not requested by the municipality. So who requested this MZO development? Worst of all it was justified based on a Ghost Go Station on a Ghost Go line. The rail-line is not approved for passenger rail and is a post-2051 Metrolinx priority. The former Mayor of Caledon is advancing and pretending like the Vaughan-Caledon Go Line exists and is operating. He has and is encouraging Caledon to spend a ridiculous amount of money to lobby and plan for something that is anything but certain. I was pleased to see when Vaughan staff conducted a land use study for the Woodbridge Go Station on the same potential line they put reality into the assessment to ensure that density is not proposed or approved today based on transit that may or may not come at some future date decades from now. Metrolinx can't even comment b/c they have no jurisdiction over the line.

While not a MZO the promises surrounding a proposed Woodbine Go Station are equally questionable. Meanwhile we have the proposed Highway 413 advancing that at one point was being sold with Transit. The reality of the transit-way and stations is anything but certain yet it remains on the preliminary design. It's totally misleading b/c MTO isn't budgeting to delivery the transit-way or transit stations. Again at what point is this a breach of public trust that would meet the criminal code definition?

The government of Ontario has an obligation to conduct due diligence when it grants special approvals that benefit specific landowners. In the case of MZO's it does not appear the government has acted responsibly to ensure the entities that they grant approvals have the financial resources and experience to delivery as per the approvals given. Nor taken reasonable steps to ensure what they promise the public to justify their decisions actually materializes. Revoke this MZO and do better to understand the risks associated with these highly specialized land use permissions granted by a sole elected individual.
