Emergency Management Ontario…

Emergency Management Ontario (EMO) is to be commended for all the work undertaken to develop the proposed amendments. Overall, the fine line to balance clarity and overtly prescriptive language that could encumber future evolution of emergency management appears to have been achieved.

The proposed amendments will help to clarify roles and responsibilities, as long as there is agreement among EMO and ministries on the interpretation of their application. The ongoing collaboration with ministries that EMO has committed to will be essential to arriving at a consensus of interpretation that will be agreeable to all. The most beneficial outcome will be one that balances an empowered EMO to lead and coordinate alongside Minister/DM retention of accountability and autonomy of their ministry EM program.
