Municipalities will have greater accountability and increased expectations, including conforming to the new PEMSAP and addressing specifically identified hazards. This can be difficult for small municipalities where usually the Clerk or CAO (lots of times the same person) are also the CEMC.

Entities that provide or operate Critical Infrastructure includes municipalities mostly in roads, water, and wastewater. These areas may have more responsibility for identifying and protecting Critical Infrastructure. Again, this is difficult for small municipalities.

The updated term 'Emergency Management Plans' suggests more accountability on the municipality to be prepared to manage various emergencies.
