I believe that if this proposal were to be passed, it would ultimately lead to an abuse of it's freedoms (not requiring a permit prior). Individuals and corporations would absolutely take advantage of this and species / habitats would suffer the consequences. However this proposal is worded, removing limitations and protections on preservation efforts / bills can never be a good thing. The ESA was passed for a reason, and unless the proposal would be to further the the protection efforts, it is simply wrong to try and make it easier for corporations & the govt to make money on the back of vulnerable species.
