The Association of Professional Geoscientists of Ontario (APGO) does not take a position on the extension of the moratorium for long term water takings for bottled water, however, remains concerned that the inclusion of pumping tests within the moratorium is counter to the principle of scientific-based decision making. A pumping test is a basic test of aquifer properties within the science of hydrogeology. Proponents of proposed developments, including bottled water facilities, should be encouraged to undertake studies including pumping tests to provide scientific data that assists in decision making. By not allowing proponents to undertake pumping tests, the moratorium appears to undervalue the use of this scientific tool in helping provide data about these important issues.
