Why not take this exercise further to it's most optimum application?
Create: Ontario Conservation Authority
One governing body for the whole province. One board, one set of officers with field employees.
Have individual divisions or geographic field groups based on location but follow a centralized / optimized business model. Not much different than a Hydro One concept.
