Subject: Submission on ERO Notice 025-1108: Request for a Minister's Zoning Order (MZO) to protect a strategic Biomanufacturing Campus in the City of Toronto

Innovative Medicines Canada (IMC) is the national association representing Canada’s innovative pharmaceutical industry. We represent companies that invest billions annually in life sciences research, development, and manufacturing, driving economic growth and creating high-value jobs across Ontario.

IMC writes to express our support for the proposed Minister's Zoning Order (MZO) Notice 025-1108 aimed at protecting the operational viability of Sanofi Pasteur Limited's adjacent manufacturing and headquarters campus.

This MZO directly addresses critical priorities for Ontario’s biopharmaceutical sector: the need to ensure viable commercial zones and the imperative to protect future industrial investment.

The innovative medicines industry relies on highly specialized and sensitive infrastructure for the research, development, and manufacture of vaccines and therapeutics. The existing Sanofi campus represents a significant, strategic national and provincial investment, including a recent $1.3 billion commitment, that is vital to Ontario’s pandemic preparedness and long-term economic prosperity. Allowing incompatible non-employment uses or development on adjacent lands could pose a risk to future investment.

The protection of this biomanufacturing hub is a foundational requirement for attracting the next generation of life sciences capital.

IMC commends and supports the Ontario government's efforts to grow investment and jobs in the life sciences. We urge the Ministry to proceed with making this MZO to provide the necessary protection for this strategic industrial site.
