The consolidation of Conservation Authorities seems to be proceeding without consultation with affected municipalities and personnel currently front-line or otherwise about improvements proposed.
There will be huge expansion of the geographic areas they will be responsible for and can reasonably be expected to create a need to support professional staff with appropriate training and organizational restructuring to fulfill their purposes in unfamiliar areas with new colleagues. In addition, the proposed appointment of a provincial board to oversee their operations is adding to general expenses without assurance that the board will be sufficiently knowledgeable or appropriate technically to provide the protections to watersheds that Ontario needs. I am wondering if value for money would not be better served by a simpler organizational review to communication and decison-making processes between authorities that share areas of concern. Again so much could be gained by simply talking and listening to people doing the work. This is looking like a strategy to centralize power and miss the opportunity to have informed decisions.
