The Thunder Bay district conservation authority should remain intact as it is and not subsumed under a southern Ontario authority. It already covers a large area quite distinct from Southern Ontario geography. Decisions on watersheds need to be made locally when timing is critical e.g. spring flooding. Whomever would be designated as Director of the larger proposed authority (and most likely would be chosen from the Southern Ontario district) would not be a resident of the other district and would not be knowledgeable of the district in which they do not reside.
