I don't agree with the degree of consolidation. It is heavy-handed and will negatively impact the ability of the conservation authorities to protect their watersheds. There is so much diversity between even adjacent watersheds, and so there is enormous strength in the current system.
I agree that there is significant room for improvement in service delivery and standardization of practices across the 36 conservation authorities, but this should be achieved through one-time targeted investments in the right programs to unlock long-term benefits and savings.
Simply put, the proposal is a major dilution of the protective power of our conservation authorities. We're already seeing more droughts and floods due to climate change, and if this proposal goes ahead, there will be negative long-term consequences, both environmental and economic.
