The proposed consolidation of Ontario’s conservation authority boundaries will cause irrevocable harm to the province’s flood-management programs—programs created in the aftermath of Hurricane Hazel to prevent the loss of life and property. This government’s short-sighted actions, framed as efforts to accelerate development and reduce administrative burdens, will ultimately cost Ontarians far more when the systems designed to protect communities inevitably fail.

Furthermore, there is no scientific justification for shifting conservation authority boundaries from natural watershed lines to politically drawn regions. Combined with this government’s ongoing pattern of weakening environmental protections, the proposal appears less like meaningful reform and more like an administrative overhaul that will burden municipalities and residents with significant long-term consequences beyond financial costs.

If genuine administrative improvement is the objective, the proper first step would be to develop a standardized fee schedule and policy manual under the Conservation Authorities Act, informed by conservation professionals and based on clear, evidence-driven criteria.
