This is a tremendously foolish proposal. The existing CA system promotes decision-making at the level closest to the public in the regions that they serve. The proposed system would be successful at creating new high-paid administrative positions for the amalgamated regions, but those administrators would live far away from much of their regions and be disconnected from the communities that will be affected by their decisions. Local expertise and understanding would be greatly diminished.
The fact that some of these amalgamated regions would be literally a thousand kilometres away from their CA office is evidence that the objective is not improved governance and that the entire plan is poorly conceived.
