This proposal comes from an uneducated viewpoint. Working at a conservation authority myself, I can tell you that having huge area of land being covered by single CAs is not the answer. Permitting will actually be slower due to the loss of knowledge that will occur due to the reallocation of positions, as well as expertise of local landscapes. For example, ERCA and UTRCA would be within the same proposed boundaries, even though the landscapes for both are quite different. Many people within the CAs have been in their positions for many years and know exactly what they are doing regarding their local areas. This would not be the case is this proposal were to go through.
