I would like to express my discomfort with the proposed consolidation of conservation authorities. As a resident within the South Nation Conservation jurisdiction, I am concerned that merging our area with much larger urban centres—particularly the City of Ottawa—will lead to negative impacts for smaller, rural communities like ours.
Our region is not a high-income area, and many residents, farmers, and small businesses already struggle with rising costs. I worry that joining a regional conservation authority dominated by a large city will effectively reduce our independence and force fee increases to match the higher service and funding expectations of an urban jurisdiction. Since conservation authorities are funded largely by their member municipalities, Ottawa’s significantly larger budget and tax base may overshadow the needs and financial limitations of rural municipalities.
There is also a real concern that, because Ottawa would contribute more financially, the regional authority may prioritize projects, staffing, and resources in the Ottawa area, leaving fewer resources available for smaller communities like ours. This would be especially problematic given our own flood and watershed management needs, which are already challenging for rural municipalities to address.
I strongly urge the Province to explain how local autonomy, equitable resource allocation, and fee stability will be protected in any new regional governance structure. It is essential that rural areas are not disadvantaged or overshadowed within a larger, urban-dominated system.
