It is time for major change with the conservation authorities. When created some 70 years ago many (if not most) municipalities did not have zoning by-laws or planning departments. Over the past decade municipalities were required to pass zoning by-laws and to create (or contract for) planning services. Professional planners are quite capable of carrying on the flood prevention and mitigation work that CAs provide. In many cases the local Planners are more familiar with the land than the CA staff is.
As far as Conservation Authority lands are concerned, they should be reviewed and turned over to Ontario Parks if they are significant, and if not significant, they should be sold for appropriate use.
